Description:

This project will raise the existing Elmira Airport Surveillance Radar (ELM ASR-8) tower up 40 feet above the current height, in order for the radar to be fully utilized by Air Traffic Control overseeing aircraft traveling through the area. 

When the ELM ASR-8 was constructed in June 1974, the forest around the radar site was less dense and mature than it is now. Since then, vegetation has grown up around the site, obstructing the radar signal in all directions. Due to the obstruction from the tree canopy, the transmitted signal from the radar is not reaching the aircraft. This is compounded when the reflected signal has to then be received back to the radar via the same obstructed path. This causes air traffic controllers not to see aircraft on their radar scopes. The signals that do make it through the tree canopy are severely distorted, creating aircraft reports that are incorrect in their reported position.  The purpose of the proposed action is to recover the full radar signal potential of the ELM ASR-8 by raising the facility 40 feet above the current height.
