Description:
The City of Morro Bay, with oversight by Caltrans, is proposing intersection improvements to reduce congestion and improve multimodal connectivity at the SR-1, SR-41, and Main Street intersections, post mile 0.0/0.1 on SR-41, in the city of Morro Bay, San Luis Obispo County. The existing intersection at SR-41 and Main Street is an all-way stop, controlled intersection that is adjacent to the intersection of the SR-41 and SR-1 northbound on- and off-ramps. There are two build alternatives and a no-build alternative proposed for this project. The first build alternative would convert the existing interchanges at SR-41/Main Street and SR-41/SR-1 northbound ramps into a coordinated signalized intersection system. The second build alternative would convert the existing interchanges of SR-41/Main Street and SR-41/SR-1 northbound ramps into a six-leg single-lane roundabout. The proposed intersection improvement will tie in with existing roadway facilities (i.e., driveways, curbs, sidewalks, etc.). Additional right-of-way may be required for the project. The project will implement avoidance, minimization, and mitigation measures to address temporary and permanent impacts. Cultural Resources - The proposed intersection improvement is anticipated to result in disturbances to known cultural resources. A survey of the project area revealed the presence of a National Register of Historic Places (NRHP) listed site within the project’s boundaries. Extended Phase I excavations were conducted for the project and revealed that although extensive disturbances are present throughout the project area, intact cultural deposits and prehistoric cultural materials are present within the project’s boundaries. The proposed project is anticipated to be a Routine Environmental Assessment because the project will adopt appropriate measures to avoid, minimize, and mitigate any potential impacts on cultural resources. The proposed project currently does not involve issues that would classify it as a Complex Environmental Assessment. The PDT agrees that the project purpose and need, logical termini, and independent utility are well defined. There are no Section 4(f) properties that would be affected by the project. No public controversy has been identified at this stage of the project. Cumulative impacts related to the project are not anticipated. A standard consultation and mitigation process is anticipated.
