Description:

The Harbor Drive Corridor is a critical urban freight corridor serving as regional, state, and federal Port of Entry (POE) for San Diego’s “Working Waterfront.” Harbor Drive is a major four-lane roadway running the length of the Corridor and connecting the Working Waterfront to regional freeways Interstate 5 (I-5) and State Route 15 (SR-15) via arterials Cesar Chavez Pkwy, 28th St, 32nd St, 8th St and Civic Center Dr. The Corridor is home to the Port of San Diego’s Tenth Avenue and National City Marine Terminals, Naval Base San Diego (NBSD), several large commercial shipyards (“Shipyards”), industrial facilities, historic cultural and recreational sites, and AB-617 identified Portside Environmental Justice (EJ) Neighborhoods of San Diego’s Barrio Logan and National City. The proposed Harbor Drive 2.0 project would construct dedicated truck lanes and Intelligent Transportation Systems (ITS) technologies along Harbor Drive and arterial connections to I-5 and SR-15 in the cities of San Diego and National City. Additional improvements include installing upgraded and new traffic signals, freight signal priority and truck queue jumps, wayfinding gantries and installing upgraded electrical equipment. and other supportive infrastructure. Construction of electrical connections to support the deployment of alternative fuel and zero-emission vehicle charging and other pilot innovations. Construct ADA curbs and adding crosswalks.
