Description:

The California Department ofTransportation (Caltrans) proposes to resurface, restore, and rehabilitate (RRR) State Route 99 in Kern County from 0.07 mile north of White Ln OC to California Ave UC.

The project proposes to rehabilitate the number four lane with a 14-foot lanepanel of Continuously Reinforced Concrete Pavement (CRCP) while utilizing 2 feet as part of the shoulder and widen and reconstruct the remaining outside shoulder with Hot Mix Asphalt (HMA) to current standards where feasible. In addition, the project would replace the failed panels in thenumber one, two, and three lanes with Rapid Strength Concrete (RSC)pavement in both northbound and southbound directions. In addition, the project proposes a new 12-foot CRCP southbound auxiliary lane between California Ave and the eastbound 58 connector ramp. The new proposed auxiliary lane is in a cutsection of the freeway and a new retaining wall, approximately 3,000 feet long and up to 14 feet tall, will be required.

The California Ave bridge will need to be widened and the Palm Ave Overcrossing structure would be replaced to accommodate the auxiliary lane. The replacement structure will be designed to allow a future auxiliary lane in the northbound direction.

The project will also modify existing traffic count stations, vehicle detection and classification systems, and existing lighting systems. New closed-circuit television and fiber optic systems are also proposed a various locations within the project limits, and additional luminaires will likely be placed near the new auxiliary lane. There will be work off the paved roadway, TCEs adjacent to the Palm Ave OC and the California Ave UC, and along the proposed auxiliary lane. There will be vegetation and tree removal, with excess soil and night work. No additional ROW is expected.
