Description:

On July 12, 2019, the Iowa Department of Transportation (Iowa DOT) respectfully declined the US DOT grant for the Cedar Rapids Logistics Park.  Development of this project was a true public-private partnership between the Federal Railroad Administration, Iowa DOT, and Alliant Energy Transportation; however, Alliant Energy Transportation has determined it is no longer feasible to pursue construction of the project due to changes in market conditions.  Cedar Rapids Logistics Park Project (the Project) is for the construction of a new full-service intermodal facility in Cedar Rapids, Iowa.

The proposed Project is located in the southwest quadrant of Cedar Rapids, approximately two miles southwest of the freeway intersection of U.S. Highways 30/151/218 and Interstate 380. The project location provides access to the Cedar Rapids and Iowa City Railway Company (CRANDIC) mainline tracks, which in turn provide direct connections to two Class I railroads and indirect connections to five other Class I railroads.

Iowa DOT and Alliant Energy Transportation (AET) propose to establish the Cedar Rapids Logistics Park to provide Iowa and the surrounding states with access to a high-capacity, efficient, and cost-competitive facility to move goods from truck to rail and vice versa. The Project proposes the construction of an intermodal facility on approximately seventy-five acres of a large industrial park complex. The construction of the Project would include: intermodal working tracks and parking; a warehouse/crossdock facility; a maintenance facility; circulation roads and truck queuing areas; driver assistance areas; employee parking; stormwater retention ponds; road modifications; and other support components, such as canopies and sidewalks.

This location in Cedar Rapids was chosen, based on Iowa DOT’s analysis, for its connection to seven Class I railroads, excellent interstate and U.S. highway access, access to the Mississippi River ports via short line railroads, available land for development, and close proximity to the Eastern Iowa Airport. Implementation of the Project would expand rail-to-truck connectivity, and reduce vehicle miles traveled.

Iowa DOT and AET are currently working with FRA to prepare an Environmental Assessment (EA) for the Project to comply with the National Environmental Policy Act (NEPA). Additional project information can be found on AET’s project website.

If you have additional questions related to the Project, please contact Amanda Ciampolillo, FRA Environmental Protection Specialist, at amanda.ciampolillo@dot.gov or 617-494-2173.
