Description:

The proposed project is located in the cities of Newark and Fremont, County of Alameda, and proposes to build a bus station facility on State Route 84 (SR 84) between 0.22 mile east of Paseo Padre Parkway interchange to 0.05 mile east of Lake Boulevard overcrossing over the Union Pacific Railroad (UPRR) Coast Subdivision to connect transit and private employee shuttle services with future improvements, such as the South Bay Connect (SBC) project at the Ardenwood Park-and-Ride. The project is located along a portion of SR 84 listed on the National Highway System. The project sponsor and implementing agency is Capitol Corridor Joint Powers Authority (CCJPA), and Caltrans will be the lead agency for the California Environmental Quality Act and for the National Environmental Policy Act (CEQA/NEPA). The project is both locally and federally funded. The project would enhance the connection with Transbay bus service and shuttle service from Alameda County to the Peninsula in San Mateo County and Santa Clara County. The proposed project is entirely within State right of way (ROW) which would not require acquisition of ROW. Temporary construction easements (TCE) would be required for proposed work adjacent to the UPRR undercrossings to allow for access and staging activities. Utility relocations are not anticipated. During construction, the contractor may require staging area(s) near the project for construction equipment storage, staging, and laydown. Potential staging areas include a location at the SR 84/Thornton Avenue interchange between the mainline and existing ramps and an area near the SR 84/Ardenwood Boulevard interchange. Nighttime work may be required.
