Description:
The proposed project includes an action area that stretches from Hayden Island in North Portland, Oregon (south) to approximately Evergreen Boulevard in Vancouver, Washington (north). The Interstate Bridge Replacement (IBR) Program would replace the existing Interstate Bridge with two side-by-side bridges over the Columbia River and replace the mainline I-5 approach structures to tie into the existing highway alignments at Hayden Island and downtown Vancouver. The new Columbia River bridges would require reconfiguring the SR 14 interchange in Vancouver. The I-5 profile in Vancouver would connect to the existing I-5 elevations south of Evergreen Boulevard, and the existing interchange on Hayden Island would be reconfigured to connect to the new Columbia River bridges.
The IBR Program is a continuation of the Columbia River Crossing (CRC) Project. In 2014, The CRC Project was suspended by Oregon Department of Transportation and Washington State Department of Transportation when it did not secure the funding necessary to complete design and construction. The CRC Project was reinitiated in 2019 and is now being advanced as the IBR Program. Recognizing that transportation needs identified in the previous CRC project remain unaddressed, Oregon and Washington dedicated funding to restart the replacement of the Interstate 5 Bridge.
The Federal Highway Administration and Federal Transit Administration are the federal co-leads.
Permits from the US Coast Guard and US Army Corps of Engineers are necessary prior to commencement of construction. Information on the respective permits will be posted as it becomes available.
