Description:
Caltrans proposes to construct new sidewalks, curbs and gutters, driveways, and ramps on both sides of US 395 between N. See Vee Ln and N. Barlow Ln. This work may be constructed in one phase or possibly split into two phases consisting of a north and a south build.
Drainage work would be needed to accommodate the new concentrated flows from the new curb/gutter work. Existing drainage inlets and culverts may need to be relocated or upgraded to accommodate these increased flows. New drainage inlets and culverts may also be necessary, Oil water separator(s) would likely be needed to treat storm water run over before being discharged to the creek. The existing ditch on the north side of the highway, between N. Barlow Ln to N. See Vee Ln would likely need to be relocated at various locations, the amount dependent on the alternative chosen.
Need: This segment of US 395 within Inyo County services some of the highest density residential areas in Inyo County. Consequently this area has some the highest rates of pedestrian, bicycle, and automobile use. Lack of standard shoulders for this facility, no continuous sidewalks or bike lanes, and lack of defining access control features creates conflicts between these users.
Purpose: To improve the safety of this segment of US 395 by installing ADA compliant pedestrian facilities and road side features to reduce conflicts between pedestrians, bicyclists, and automobiles within the project limits and increase intermodal use. Installation of ADA accessible features will allow a broader range of pedestrian use and connectivity with the community.
