Description:

Update: Project construction is being funded by the Federal Railroad Administration (FRA), and the FRA has adopted the FTA's NEPA decision document. Please direct project questions to FRAEnvironment@dot.gov.

The Metropolitan Transportation Authority’s (MTA) Penn Station Access Project would provide new Metro-North Railroad (MNR) service from New Haven, Connecticut (CT) to New York Penn Station (PSNY) in Manhattan by utilizing Amtrak’s Hell Gate Line (HGL) through the eastern Bronx and western Queens. The Proposed Project would make significant infrastructure improvements on the HGL, beginning in southeastern Westchester County, where New Haven Line (NHL) trains would divert onto the HGL, extending to Queens, joining the MTA Long Island Rail Road (LIRR) Mainline, and terminating at Penn Station. The Project includes constructing four (4) new, ADA-compliant MNR passenger stations in the eastern Bronx at Hunts Point, Parkchester-Van Nest, Morris Park, and Co-op City, as well as constructing a new, single-track railroad bridge over the Bronx River to supplement the existing bridge.
