Description:

The proposed project would apply congestion pricing on all lanes of I-5 and I-205 in the Portland, Oregon metropolitan area. Congestion pricing is being studied on I-5 between the Columbia River and the Boone Bridge in Wilsonville and on I-205 from the Columbia River to where I-205 intersects with I-5 in Tualatin. The limits of the routes to be priced may be adjusted during or after the environmental analysis.
Congestion pricing rates would be based on a set schedule. A set schedule would allow drivers to determine the cost of their trip ahead of time to plan their travel. Rates would be based on the portions if I-5 and I-205 a driver uses, the time of day, and the vehicle type. Drivers would be charged higher fees at congested locations during morning and afternoon rush hours and lower fees at less congested locations during other times of day. Drivers would pay through an all-electronic fee collection system. The Oregon Transportation Commission will set the rates prior to the start of congestion pricing. Rates would be monitored and periodically adjusted after pricing begins.
