Description:

The project addresses the following needs and transportation deficiencies: due to continued increases in traffic volumes associated with planned development and corridor improvements in the area, this interchange is not expected to satisfy operational performance standards by the design horizon year of 2055; existing geometric deficiencies such as no ramp metering, lack of maintenance vehicle pullouts, and lack of proper deceleration and acceleration lane lengths; and existing gaps in the pedestrian and bicycle infrastructure across the interchange break the multi-modal connection between communities and businesses on either side of I-215. As identified in the 2022 City of Perris General Plan, buffered bike lanes (class II) are recommended along Ethanac Road. Revised June 2020 Page 2 of 18 Without the project, the operation of the interchange is expected to deteriorate, resulting in increased congestion, delays, and substandard transit and emergency service response times.
