Description:

Mineville Energy Storage (Project No. 12635) is a proposal to construct a 240-megawatt closed-loop pumped storage project in a decommissioned subterranean mine complex in Essex County, New York.  The proposed project would consist of, among other facilities, upper and lower reservoirs with storage capacities of 2,448 acre-feet, low- and high-pressure penstocks, a powerhouse, an electrical chamber and tunnel, and 34.5-kilovolt transmission lines.  The proposed project would provide an estimated annual generation of 421,000 megawatt-hours.

On December 11, 2020, Commission staff dismissed without prejudice the project sponsor’s application for an original license.  The letter order noted that on August 11, 2020, the New York State Department of Environmental Conservation denied the project sponsor’s water quality certification request for a second time.  Citing the Commission’s practice to dismiss license applications following the second denial of a water quality certification request, irrespective of an applicant’s appeal of the second denial or the filing of a third certification request, the letter order found that there was insufficient justification to keep the license application on file.  The letter order was subject to a 30-day rehearing period.  On January 11, 2021, the project sponsor filed a letter stating that it would not be seeking rehearing of the letter order.
