Advisory Council on Historic Preservation:

Aimee Jorjani

Aimee Jorjani earned Senate confirmation in June 2019 as the first full-time chairman of the Advisory Council on Historic Preservation (ACHP). She was nominated by President Donald J. Trump.

Ms. Jorjani has nearly 20 years of experience in the fields of government and cultural resources from a variety of perspectives including both executive and legislative branches, as well as the non-profit sector. Her career began on Capitol Hill in 1999 working as a legislative aide to Rep. Paul Ryan (R-WI). In 2002, she moved to the US Department of the Interior (DOI) and held several positions, including serving as the Deputy Secretary’s Special Assistant for Historic Preservation.

During her tenure at DOI, Ms. Jorjani worked as a Special Assistant to the Assistant Secretary for Policy, Management and Budget; Special Assistant to the US Fish and Wildlife Service Director; and a principal to the Deputy Secretary. Simultaneously, between 2003-2009, Ms. Jorjani managed all the Deputy Secretary’s responsibilities as Co-Chair of the White House’s interagency Preserve America initiative.  Due to those efforts and working with the National Park Service, the initiative evolved into a congressionally authorized grant program funding more than $20 million in competitive local, state, and tribal heritage tourism-related projects.

While partnering closely with the ACHP, the initiative’s grassroots support expanded with hundreds of Preserve America Communities designated in all 50 states and US territories. By 2006, the Preserve America role evolved to full-time position as the Deputy Secretary’s Special Assistant for Historic Preservation when the first of seven rounds of grants were established and awarded and a national Preserve America Summit took place resulting in recommendations and actions for improvements to the national preservation program. Ms. Jorjani served as DOI’s first Department-wide Historic Preservation Officer, coordinating efforts to comply with Executive Order 13287 and engaging DOI’s bureau Federal Preservation Officers and regional staff.

After leaving DOI, Ms. Jorjani participated as a member of the federal historic preservation program task force, and was a member of the boards of Preservation Action and the National Preservation Institute. She has consulted for a variety of projects, including the Historic Preservation Fund’s reauthorization efforts, 2016 National Preservation Advocacy Week, and various preservation-related outreach and interpretive efforts.

A native of Milwaukee, Wisconsin, Ms. Jorjani graduated from Northern Michigan University with a major in political science and minor in public relations and later earned a Masters in Historic Preservation from Goucher College. She received the McCullough Award for Best Masters Thesis titled “Seeking and Determining Impacts: Justifying Federal Competitive Historic Grant Programs.”

Ms. Jorjani and her husband, Daniel, have three children and live in Falls Church, Virginia.

 

Council on Environmental Quality:

Mary Neumayr

Mary B. Neumayr is the current Chairman of the Council on Environmental Quality (CEQ). She was unanimously confirmed by the United States Senate on January 2, 2019, and sworn in as Chairman on January 10, 2019. Prior to her appointment, Ms. Neumayr had been serving as CEQ’s Chief of Staff since March 2017.

Before joining CEQ, Ms. Neumayr served in a variety of positions with the Committee on Energy and Commerce in the United States House of Representatives, including as Deputy Chief Counsel, Energy and Environment (2017); Senior Energy Counsel (2011-2017); and Counsel (2009-2010). Ms. Neumayr also served as Deputy General Counsel for Environment and Nuclear Programs at the Department of Energy (2006-2009) and as Counsel to the Assistant Attorney General for the Environment and Natural Resources Division at the Department of Justice (2003-2006).

Prior to her Government service, Ms. Neumayr was in private legal practice from 1989 through 2003 in New York and San Francisco. She received her B.A. from Thomas Aquinas College and J.D. from the University of California, Hastings College of the Law.

 

Department of Agriculture:

Mr. Censky is the Deputy Secretary for the U.S. Department of Agriculture. He was sworn-in on October 11, 2017 after being unanimously confirmed by the Senate. Mr. Censky previously served for the past 21 years as CEO of the American Soybean Association, a national, not-for-profit trade association that represents United States soybean farmers on policy and trade. Mr. Censky began his career working as a legislative assistant for Senator Jim Abdnor (R-SD). Later he served in both the Reagan and George H. W. Bush Administrations at the U.S. Department of Agriculture, eventually serving as Administrator of the Foreign Agricultural Service where he was involved in running our nation’s export programs. Mr. Censky received his B.S. in Agriculture from South Dakota State University and his Postgraduate Diploma in Agriculture Science from the University of Melbourne, Australia. He grew up on a soybean, corn, and diversified livestock farm near Jackson, Minnesota. He and his wife Carmen have two daughters in college.

Mr. Ryan A. Fisher was appointed Principal Deputy Assistant Secretary of the Army (Civil Works) on November 6, 2017. As Principal Deputy to the Assistant Secretary he provides policy and performance oversight for the U.S. Army Corps of Engineers Civil Works program. The Civil Works program consists predominantly of water resources development including navigation, flood control, hydroelectric power generation, municipal and industrial water supply, outdoor recreation activities, fish and wildlife habitat restoration, and ecosystems management. Mr. Fisher also provides direction on the development and articulation of the Department of the Army's policies and practices in support of the Clean Water Act, the Rivers and Harbors Act and related Corps regulatory programs.

Robert B. Blair

Director of Policy and Strategic Planning

Mr. Blair is the Director of the Office of Policy and Strategic Planning within the Office of the Secretary of Commerce.  In that position, Mr. Blair works with other senior Department leaders to set the Department’s policy priorities and develop and implement plans to achieve them. Mr. Blair focuses especially on telecommunications, semiconductors and other technologies; export control policy; and reopening the economy following the COVID-19 pandemic. 

Mr. Blair previously served as United States Special Representative for International Telecommunications Policy.  In this capacity, Mr. Blair led the strategic prioritization of United States efforts to promote a secure and reliable global communications system and served as a liaison to industry, non-governmental, and international stakeholders.  Mr. Blair was also Senior Advisor to the Chief of Staff of the White House, supporting Presidential decision-making and policy coordination on matters relating to foreign policy, intelligence, and national security. 

Before joining the White House, Mr. Blair was the Associate Director for Defense Programs at the Office of Management and Budget, where he oversaw approximately $1.3 trillion of projects, programs, and activities at the Departments of Defense, State and Veterans Affairs; the intelligence community; and other departments and agencies implementing our defense and foreign policy activities. 

Mr. Blair served 14 years on the staff of the Appropriations Committee of the House of Representatives prior to joining the Administration. His last position on the Committee was as the staff director of the Defense appropriations subcommittee, overseeing nearly $700 billion of defense and intelligence programs. Before that position, he was the staff director of the Energy and Water subcommittee, where he managed our nation’s investments into energy research and development, nuclear weapons, and water infrastructure. His first assignment on the Committee was as a professional staff member on the Foreign Operations subcommittee, where he focused on development and humanitarian assistance. 

Before joining the Committee, Mr. Blair was a Presidential Management Fellow at the Department of State. He began his federal service as a Peace Corps Volunteer in the Central African Republic.

Mr. Blair grew up in Illinois and holds degrees from Cornell University, Tufts University, and the Fletcher School of Law and Diplomacy. He has received the Meritorious and Superior Honor Awards from the Department of State, and the Decoration for Distinguished Civilian Service from the Department of the Army.

Mr. Peter Potochney

Principal Deputy Assistant Secretary of Defense for Sustainment

Mr. Peter Potochney began his Department of Defense civilian employment in 1984 as the Deputy Director of the Installations Assistance Office-East, Marietta, GA, responsible for installation management issues. In 1986, he transferred to the Pentagon and worked in installation and acquisition management areas. In 1989, he was selected to join the newly formed Base Closure and Utilization Directorate where he first served as an Assistant Director, principally responsible for Navy and Marine Corps issues associated with the selection and implementation of closures and realignments. Mr. Potochney became the Director of the Base Closure office, transitioning the 1995 selection process to its implementation phase.

In January 1996, Mr. Potochney became the Director of Housing, working to revitalize the Department’s housing through direct investment and privatization.

In 2002, upon authorization of the BRAC 2005 round, Mr. Potochney became the Director, Base Realignment and Closure, responsible for policy development and oversight of the analysis supporting that effort. In November 2008, Mr. Potochney was named Director of the newly-formed Basing Directorate responsible for policy and initiatives related to DoD’s management of its installations, worldwide.

In 2016, Mr. Potochney was selected as the Principal Deputy Assistant Secretary of Defense for Energy, Installations and Environment EI&E). From December 2015 through August 2017 he performed the duties of and was designated as the Acting Assistant Secretary of Defense (EI&E). Mr. Potochney then became the Deputy Assistant Secretary of Defense for Real Property and BRAC and in 2018 he assumed the position of Principal Deputy Assistant Secretary of Defense of Sustainment upon the merger of the former EI&E and Logistics & Materiel Readiness organizations.

His active duty service included afloat tours as the Supply Officer of two destroyers. Additionally, he served as the Assistant Director of Contracts, Defense Contract Management Area, Hartford, CT, and as a Logistics Plans Officer on the staff of the US Commander-in-Chief, Pacific, Honolulu, HI.

Mark Menezes, Under Secretary of Energy

The Honorable Mark Wesley Menezes, Under Secretary of Energy, serves as the Department’s principal advisor on energy policy and on a wide array of existing and emerging energy technologies. The Under Secretary is responsible for driving transformative energy policy, and technology solutions through coordinated planning, management and performance of the Department’s energy programs.

Prior to being confirmed as Under Secretary of Energy, Mr. Menezes was an executive with Berkshire Hathaway Energy in its Washington, D.C. office. Before joining BHE, Mr. Menezes was a partner at Hunton & Williams LLP, where he headed the Regulated Markets and Energy Infrastructure practice group. Prior to Hunton, he served as Chief Counsel, Energy and Environment, U.S. House of Representatives Committee on Energy and Commerce, serving as chief negotiator for the House Majority in the enactment of the Energy Policy Act of 2005. Before his service with House Energy & Commerce, he was Vice President with Central and South West, and upon its merger with American Electric Power, served as Vice President and Associate General Counsel for federal and state legislative and regulatory affairs.

Mr. Menezes has been named in National Journal’s “Hill 100”—top Congressional staff for his work on both energy and environmental matters. He has been frequent guest speaker and lecturer before numerous associations and civic groups, including legal education seminars where he has been called on to address the nation’s energy and environmental policies, utility restructuring, telecommunications, ethics, merger and acquisition practices, and regulatory and legislative processes. He has co-authored numerous articles, a practice manual, and been quoted in the New York Times, Law360, Oil and Gas Journal, Politico as well as interviewed by E&ETV. He’s been listed Best Lawyers in America 2013–2016, Corporate Counsel’s Top Lawyers 2006–2011, Washington Post’s Top Lawyers 2008–2016, and DC Super Lawyers 2012–2016.

Mr. Menezes is a graduate of Louisiana State University receiving both his undergraduate and juris doctor degree. Brandon Wales

Brandon Wales is the Director of the Office of Cyber and Infrastructure Analysis (OCIA) at the Department of Homeland Security. OCIA provides integrated analysis of cyber and physical risks to the Nation’s critical infrastructure. In February 2014, the Department created OCIA by consolidating analytic resources from across the National Protection and Programs Directorate, including the Homeland Infrastructure Threat and Risk Analysis Center (HITRAC) and the National Infrastructure Simulation and Analysis Center (NISAC).

From 2009-2014, Mr. Wales was the Director of HITRAC, an all-hazards analytic resource for public and private sector partners covering the full-array of risks and challenges facing the infrastructure community. As the Director of HITRAC he also oversaw the Department’s advanced modeling, simulation, and analysis program at NISAC, where researchers from the Los Alamos and Sandia National Laboratories conduct ground-breaking and forward-leaning analysis of some of the Nation’s most complex infrastructure challenges.

Mr. Wales is a recognized expert on infrastructure security and resilience, and is regularly called upon to brief senior officials in the Executive Branch and testify before Congress on emerging threats, infrastructure operations, and the implications of infrastructure failures and disruptions.

During his time at the Department, Mr. Wales has been selected to support a variety of Department-wide initiatives. When the Department began working on the first Quadrennial Homeland Security Review in 2009, Mr. Wales was asked to lead the review of the counterterrorism and cyber security mission areas. Following the release of Executive Order 13636, Improving Critical Infrastructure Cybersecurity, in February 2013, Mr. Wales led the effort to identify critical infrastructure at potential catastrophic risk from a cybersecurity incident.

Prior to joining the Department, Mr. Wales served as the principal national security advisor to United States Senator Jon Kyl and as a Senior Associate at a Washington-based foreign policy and national security think-tank.

Mr. Wales received his Bachelor’s degree from George Washington University and his Master’s degree from The Johns Hopkins School of Advanced International Studies.

Kate MacGregor

Kate MacGregor is currently serving as the Deputy Chief of Staff exercising the authority of the Deputy Secretary at the U.S. Department of the Interior. Kate has served in several positions at the Department since joining the Trump Administration in January 2017, including Principal Deputy Assistant Secretary - Lands and Minerals Management. In her time at Interior, Kate has worked on issues including responsible domestic energy and mineral development, combating the epidemic of missing and murdered American Indians and Alaskan Natives, enhancing rural broadband, and other Administration priorities. Prior to joining the Department, Kate worked on Capitol Hill for 10 years, serving for two Chairmen of the House Natural Resources Committee. Steven G. Bradbury

Steve Bradbury was sworn in on November 28, 2017, as the 23rd General Counsel of the U.S. Department of Transportation (DOT) after his confirmation by the United States Senate.  In addition, on September 10, 2019, President Trump authorized Mr. Bradbury to perform the functions and duties of the Office of Deputy Secretary of Transportation.

As the Department’s chief legal officer, Mr. Bradbury has the authority to resolve all legal questions concerning the Department’s policies and programs and oversees the activities of the Department’s lawyers, safeguarding the integrity of the decision-making process and ensuring compliance with applicable laws.  In performing the functions and duties of Deputy Secretary, Mr. Bradbury assists the Secretary in managing the Department's activities and its more than 55,000 employees and $87 billion budget.

Before joining DOT, Mr. Bradbury was a litigation partner at the law firm Dechert LLP in Washington, D.C., where his practice focused on regulatory enforcement and investigations, rulemaking and judicial review of agency actions, appellate cases, and antitrust matters.  In private practice, he gained experience with automotive safety and aviation competition issues, including before DOT.  From 2005 to 2009, Mr. Bradbury headed the Office of Legal Counsel at the U.S. Department of Justice, where he advised the executive branch on a wide range of constitutional and statutory questions, and where he received the Edmund J. Randolph Award and the Secretary of Defense Medal for Outstanding Public Service, among other awards.  Before serving in the Justice Department, Mr. Bradbury was a law partner at Kirkland & Ellis LLP for ten years.  He clerked for Justice Clarence Thomas on the Supreme Court and for Judge James L. Buckley on the D.C. Circuit.  Mr. Bradbury graduated magna cum laude from Michigan Law School and received his B.A. from Stanford University.  He grew up in Portland, Oregon, and lives with his wife in McLean, Virginia.

Doug Benevento

Doug Benevento is EPA's Associate Deputy Administrator. Doug was formerly the Regional Administrator in Region 8, where his responsibilities included overseeing the states of Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming, and 27 tribal nations; and the Senior Counselor for Regional Management and State Affairs. Among his current duties, he continues to manage the Regions and serve in an ombudsman role between the Regions and national programs on the implementation of Agency priorities.

Doug brings a wealth of experience to his new position, both from his work at EPA and having worked in the public and private sectors. Most recently, Mr. Benevento worked for Xcel Energy, a gas and electric utility. He also practiced environmental law at the international law firm of Greenberg Traurig.

Mr. Benevento worked for Colorado Governor Bill Owens at the Colorado Department of Public Health and Environment (CDPHE); from 1999 to 2002 he served as the Director of Environmental Programs and from 2002 to 2005 as CDPHE Executive Director. During this time, Colorado attained compliance with all federal health based air quality standards.

Mr. Benevento worked in Washington, D.C. from 1991 to 1999, for Congressman, and then Senator, Wayne Allard. During this time, he worked to secure funds and establish the clean-up requirements for the Rocky Flats Plant Superfund site with the U.S. Department of Energy. He also worked on the House Agriculture Committee chaired by Congressman Pat Roberts and was instrumental in the development of the 1996 Farm Bill.

Mr. Benevento has a bachelor’s degree from the University of Colorado, a master’s degree in government administration from Johns Hopkins University, and a law degree from the University of Denver.

Office of Energy Projects

Terry Turpin, Director

Terry Turpin is the Director of the Office of Energy Projects. The Office is responsible for siting infrastructure projects including licensing, administration, and safety of non-federal hydropower projects; authorization of interstate natural gas pipelines and storage facilities; and authorization and operation of liquefied natural gas (LNG) terminals. Terry started his career at the Commission in 1998 as a staff engineer where he was responsible for the review of natural gas pipeline applications. He then took on positions of increasing responsibility within the LNG program area and served as LNG Engineering Branch Chief and then LNG Engineering & Compliance Branch Chief. More recently, Terry served as Deputy Director of this office, and prior to that Director of the Division of Gas – Environment and Engineering within the Office of Energy Projects. In this role, Terry oversaw a multi-disciplinary staff in the preparation of environmental documents for proposed natural gas pipelines and LNG facilities.

Terry holds a Bachelor of Science Degree in Civil Engineering and is a Registered Professional Engineer.

JOHN BRAVACOS

GENERAL DEPUTY ASSISTANT SECRETARY, Office of Community Planning & Development

John Bravacos returned to HUD in 2017 and currently serves as the General Deputy Assistant Secretary for the Office of Community Planning and Development (CPD). He is the principal advisor to the Assistant Secretary for CPD and supports him in planning, developing, administering, coordinating and evaluating the Community Development Block Grant program, HOME Investment Partnerships, Emergency Solutions Grants, Technical Assistance and Capacity Building, Special Needs programs, and the Community Development Block Grant Disaster Recovery program.

As a lawyer for more than 30 years, Mr. Bravacos’ practice has been primarily real estate and housing focused. He has represented county and municipal boards and offices, real estate developers, non-profit housing entities, neighborhood groups, and homeowner and condominium associations. Mr. Bravacos was twice elected to the Tredyffrin Township Board of Supervisors, serving eight years, two as Chairman. The most populous township in Chester County, PA, Tredyffrin borders on Valley Forge National Historic Park.

During the George W. Bush Administration, Mr. Bravacos served as HUD’s Regional Director for Region III, overseeing HUD’s operations in the Mid-Atlantic states.

Prior to the inauguration in January 2017, Mr. Bravacos served on the Presidential Transition Team for HUD. He led the landing team into the Agency and developed an action plan for the new Administration. In the summer of 2017, he returned to HUD as a Senior Advisor to Secretary Benjamin Carson. In November of 2017, Mr. Bravacos was appointed Director of HUD’s Executive Secretariat, with responsibility for Secretarial Correspondence, Privacy, Records, and Freedom of Information Act programs. He is still the Senior Agency Official for Privacy, and he leads the task force rewriting the regulations that implement Section 3 of the HUD Act of 1968. In August of 2018, Mr. Bravacos was moved to Public and Indian Housing (PIH). There, as the Senior Advisor, he worked with troubled housing authorities, addressed enforcement challenges and provided policy support pending the confirmation of the Assistant Secretary.

Mr. Bravacos is a graduate of the Pennsylvania State University with a Bachelor of Arts in Political Science. He received his law degree from Villanova University Law School.

Deputy Executive Director for Reactor and Preparedness Programs

Daniel H. Dorman

Executes OEDO responsibility for regulatory effectiveness in the implementation of the Nuclear Reactor Safety Program and the agency's homeland protection and preparedness activities. Carries out day-to-day supervision, guidance, and direction of the Offices of Nuclear Reactor Regulation, New Reactors, Nuclear Security and Incident Response, and the Agency's four regional offices. Provides oversight across agency lines of authority for all NRC policies and activities related to reactor safety and homeland protection and preparedness. Peter Warren currently serves as Associate Director at the Office of Management and Budget (OMB), appointed in March 2018. As head of the Performance and Personnel Management (PPM) division, he is the lead policy official within OMB for federal workforce issues including pay and benefits, hiring and performance management, and labor relations. PPM is also the budget office for the Office of Personnel Management (OPM) and other federal personnel agencies, and coordinates the Government-wide Reorganization effort and agency performance planning.

Warren was previously a Senior Advisor to the OMB Director. Prior to that, he was Director of Oversight and Senior Budget Analyst for the U.S. Senate Committee on the Budget, and Policy Director, House Committee on Oversight and Government Reform, overseeing all legislative and oversight activities in areas of the committee's legislative jurisdiction, which includes federal workforce issues. He was also a professional staff member for the House Budget Committee and the House Education and the Workforce Committee. He earned his undergraduate degree from Binghamton University (SUNY) and graduate degree at the American University.
